The Steelers challenged the play, and it was reversed on replay because Jack Sawyer tipped the pass at the line of scrimmage, negating the penalty.
Rodgers took advantage with a six-play, 77-yard touchdown drive.
He rolled to his right to avoid another sack and threw a 21-yard touchdown pass to tight end Darnell Washington. The Browns stopped the 2-point conversion, leaving the Steelers trailing 21-16.
Rodgers is 16-of-29 for 222 yards with two touchdowns and an interception.
